快递行业绿色低碳发展政策特征与PMC指数模型量化评价研究

为加快实现“双碳”目标,推进快递业绿色低碳发展,本文以国家级快递绿色低碳发展政策文件为研究样本,综合运用文本属性、内容分析和PMC指数模型等方法,总结快递行业绿色低碳发展历程,归纳现行政策特征并完成支持评价。研究指出,我国快递绿色低碳发展政策支持经历了探索期、起步期和战略体系形成期三个阶段。现有政策体系整体性、科学性较强,但存在政策工具分布不均衡；政策约束性与强制性不够；缺乏强有力的协调机制；未形成明确的邮政业碳排放测算、报告和核查机制等问题。基于以上特征与问题,建议建立强有力的沟通协调机制、提升强制性政策比重、加大需求端政策工具供给。

Abstract:

In order to accelerate the realization of the "dual carbon" goal and promote the green and low-carbon development of the express industry, this paper takes the national green and low-carbon development policy document as the research sample, comprehensively uses the text attribute, content analysis and PMC index model, summarizes the green and low-carbon development process of the express industry, summarizes the current policy characteristics and completes the supporting evaluation. The study points out that the policy support for green and low-carbon development of Chinese express has experienced three stages: the exploratory period, the initial period and the formation period of the strategic system. The existing policy system is comprehensive and scientific, but there are problems such as uneven distribution of policy instruments, insufficient binding and mandatory policies, lack of a strong coordination mechanism, and lack of a clear mechanism for measuring, reporting and verifying carbon emissions in the postal sector. Based on the above characteristics and problems, it is suggested to establish a strong communication and coordination mechanism, increase the proportion of mandatory policies, and increase the supply of policy tools at the demand side.
