党的二十大报告,首次把教育、科技、人才进行“三位一体”统筹安排。从建设世界一流湾区和世界一流大学的成功经验而言,关键在于引进和汇聚一批外籍战略科学家。然而,粤港澳大湾区高校在引进和汇聚外籍战略科学家方面存在：个人所得税税率高,退休养老风险大,博士生指标少,子女享受优质和购房购车难等引进障碍。深入解析粤港澳大湾区外籍战略科学家的根源,系统建构粤港澳大湾区外籍战略科学家引进机制的政策、路径。

Abstract:

The Report to the Party"s 20th National Congress for the first time put education, science and technology, and human resources into the "trinity" overall arrangement. From the successful experience of building a world-class Bay Area and a world-class university, the key lies in introducing and gathering a group of foreign strategic scientists. However, in the Greater Bay Area, there are some obstacles in the introduction and gathering of foreign strategic scientists, such as high personal income tax rate, high risk of retirement and old-age care, few indicators of doctoral students, children enjoying quality and difficulty in buying houses and cars. In-depth analysis of the roots of foreign strategic scientists in the Guangdong-Hong Kong-Macao Greater Bay Area, and a systematic construction of policies and approaches for the introduction of foreign strategic scientists in the Guangdong-Hong Kong-Macao Greater Bay Area.
