Abstract:The Report to the Party"s 20th National Congress for the first time put education, science and technology, and human resources into the "trinity" overall arrangement. From the successful experience of building a world-class Bay Area and a world-class university, the key lies in introducing and gathering a group of foreign strategic scientists. However, in the Greater Bay Area, there are some obstacles in the introduction and gathering of foreign strategic scientists, such as high personal income tax rate, high risk of retirement and old-age care, few indicators of doctoral students, children enjoying quality and difficulty in buying houses and cars. In-depth analysis of the roots of foreign strategic scientists in the Guangdong-Hong Kong-Macao Greater Bay Area, and a systematic construction of policies and approaches for the introduction of foreign strategic scientists in the Guangdong-Hong Kong-Macao Greater Bay Area.
