数据开放、政务服务便捷性与区域创新能力——基于2014—2021年省级面板数据的实证分析

Data openness， convenience of government services and regional innovation capacity based on the empirical analysis of provincial panel data in 2014 and 2021

摘要:

数字政府建设已成为我国行政体制改革和国家治理体系现代化建设的重要内容，如何以政府数字化转型为契机提升区域创新能力，是地方政府面临的重大议题。基于2014—2021年省级面板数据，探究政府数据开放对区域创新的影响及其作用机制。实证结果表明，政府数据开放能够显著提高区域创新能力，并且数据开放度可以通过政府服务便捷度对区域创新能力产生影响。其作用机制在于，政府数据开放提升事务运营效率，降低重复率和出错率、提升数据共享业务协同效度、激发政务服务的便捷潜力、加快市场主体跟进步伐进而赋能区域创新。同时，区域特质会影响政府数据开放发挥作用的程度，相较于政务服务示范和推动作用中部地区，效益较高的地区更能从政府数据开放发展中获益。

Abstract:

Digital government construction has become an important part of China"s administrative system reform and national governance system modernization construction, so how to take government digital transformation as an opportunity to enhance regional innovation capacity is a major issue facing local governments. Based on the provincial panel data from 2014-2021, the impact of government data opening on regional innovation and its mechanism of action are explored. The empirical results show that government data openness can significantly improve regional innovation capacity, moreover, the degree of data openness can have an impact on regional innovation capacity through the convenience of government services. The mechanism of action is that government data openness improves the efficiency of service operation, reduces the repetition rate and error rate, improves the synergy of data sharing and thus stimulates the convenience potential of government services, accelerates the follow-up of market players and thus empowers regional innovation. At the same time, regional characteristics affect the extent to which government data openness can play a role, with regions with higher efficiency benefiting more from the development of government data openness than central regions that demonstrate and promote the role of government services.
