Abstract:In this paper, entropy weighting method, global DEA-EBM model, convergence model, convergence model and coupling coordination model are used to measure and evaluate the level of digital construction and the efficiency of scientific and technological innovation in universities in 31 provinces in China from 2011 to 2021, and to test the driving coupling effect of digital construction on the efficiency of scientific and technological innovation in universities. The results show that the efficiency of scientific and technological innovation in colleges and universities across the country is low, and the overall trend is a fluctuating decline, and the decline in the eastern region is far greater than that in the central and western regions; Digital construction can effectively drive the efficiency of scientific and technological innovation in colleges and universities, accelerate the convergence speed of the gap of scientific and technological innovation efficiency in colleges and universities among provinces, and the driving force for the eastern region is obviously stronger than that for the central and western regions; The coupling coordination degree between the national digital construction and the efficiency of scientific and technological innovation in colleges and universities is generally on the rise, but the coupling value in the eastern region is obviously higher than that in the central and western regions. The eastern region has already entered the primary coordination stage and is gradually moving towards the intermediate coordination state, while the central and western regions as a whole are still on the verge of imbalance, and only in recent years have they gradually turned to a reluctant coordination state. Accordingly, this paper puts forward some suggestions from the aspects of promoting the efficiency of scientific and technological innovation in colleges and universities, promoting the development of digital construction and strengthening the level of coordination between them.
