新时期深化广东科技援疆工作的思考 ——基于科技创新平台建设的视角

Reflections on Deepening Guangdong's Science and Technology Assistance to Xinjiang in the New Era：From the Perspective of Sci-tech Innovation Platform Construction

摘要:

科技援疆作为广东对口援疆的重要组成部分，在援疆工作整体部署中发挥着重要的支撑和引领作用。科技创新平台是提升区域创新能力、推动高质量发展的重要支撑。通过梳理总结当前新疆科技创新平台发展及广东援建平台建设情况，发现新疆存在高水平科技创新平台数量少、平台发展不平衡、研发投入资金供需矛盾突出、科技人才培引留难度大，以及广东援建平台建设未成体系，运营体制机制不完善等问题。在总结借鉴其他省市科技援疆工作经验的基础上，提出深化广东科技援疆工作的思路，并从推动广东优势科技资源援疆、创新科技合作模式、加强资源和政策扶持等方面提出建议，为新时期开创广东科技援疆新局面提供新思路。

Abstract:

As an important part of Guangdong's partner assistance to Xinjiang, sci-tech assistance to Xinjiang plays an important supporting and leading role in the overall deployment of assistance to Xinjiang. The sci-tech innovation platform is an important support for enhancing regional innovation capabilities and promoting high-quality development. By combing and summarizing the current development of Xinjiang's sci-tech innovation platform and the construction of Guangdong's assisted platforms, it is found that Xinjiang has problems such as the small number of high-level scientific and technological innovation platforms, the unbalanced development of platforms, the prominent contradiction between supply and demand of R&D investment funds, the difficulty of training and retaining scientific and technological talents, and the unsystematic construction of Guangdong's aid-built platform and imperfect operation system and mechanism. On the basis of summarizing and learning from the work experience of other provinces and cities in sci-tech assistance to Xinjiang, this paper puts forward ideas for deepening Guangdong's sci-tech assistance to Xinjiang, and puts forward suggestions from the aspects of promoting Guangdong's advantageous science and technology resources to assist Xinjiang, innovating sci-tech cooperation models, and strengthening resources and policy support, so as to provide new ideas for creating a new situation in Guangdong's sci-tech assistance to Xinjiang in the new era.
