Abstract:The collaborative mechanism between industry, academia, and research is an important support for promoting the efficiency improvement of the transformation of scientific and technological innovation achievements. Clarifying the collaborative mechanism including scientific research evaluation, entrepreneurship and innovation ecology, and new industry regulation can provide guarantees for the governance of scientific and technological innovation. From the perspective of tripartite collaboration between industry, academia, and research, a system of indicators for scientific and technological innovation governance is constructed, and the entropy weight TOPSIS method is used to analyze and measure the scientific and technological innovation governance capabilities of various provinces and cities from 2011 to 2020. The results indicate that China"s overall governance capacity for scientific and technological innovation is showing a gradual upward trend, but there are still shortcomings:1) Vertically, the development trend of each province shows an increasing trend year by year. The growth rate of scientific and technological innovation governance capacity in the western region is lower than that in the eastern and central regions, and the central region is lower than that in the eastern region; 2) Horizontally, the strength of scientific and technological innovation governance capabilities in various provinces is manifested as Eastern>Central>Western, showing significant differences and gradually intensifying with each year. In order to further enhance the governance capacity of regional scientific and technological innovation, this paper elaborates on deepening the scientific research evaluation system, optimizing the ecological environment for entrepreneurship and innovation, and strengthening the triangular supervision system for new business forms. Suggestions are proposed to accelerate the transfer and transformation of innovation achievements, increase investment in scientific and technological innovation resources, and strengthen cooperation among diverse innovation entities.
