Abstract:The research takes 21 cities in Guangdong Province as the research object, and uses the Dea-Malmquist model to calculate the transformation efficiency of scientific and technological achievements of each city in the 10 years from 2010 to 2019. The static analysis results show that the comprehensive efficiency of the transformation of scientific and technological achievements in Guangdong Province did not reach the DEA efficiency in 2010 and 2019 as a whole, and the comprehensive efficiency in 2019 showed a downward trend compared with 2010. The dynamic analysis results show that the total factor productivity index of Guangdong Province and the whole province generally fluctuates greatly over time. Except Guangzhou, the total factor productivity index of all cities over the years has shown great differences. Through the analysis, it is also found that technological progress is the main indicator affecting the total factor productivity index. On this basis, the study put forward policy recommendations from four aspects: balancing research and development and transformation, promoting the coordination of "government, industry, education, research, funds and services", implementing the differentiated achievement transformation strategy, and strengthening regional exchanges and cooperation.
