    科技政策是科技治理的根基与保障,深入剖析科技政策生态系统的构成与运行机制,不仅可激发政策价值、为后续改革提供建议,还能促进科学技术共享共建提高科研效益。结合前人研究,在构建科技政策生态模型的基础上,以美国量子信息科技政策为例,详尽剖析了科技政策生态系统与其三环齿轮运行机制。研究表明科技政策生态是一个以科技政策为核心,以服务于国家科技创新工程、实现政策价值、保障科技安全、促进科技发展为最终目标,以草拟、颁布、实施、改革为政策生命周期,以政策、人员、场域为基本组成框架的赋予科技政策生命的复杂的多元协同的政策生态系统工程。

    Abstract:

    Science and technology policy is the foundation and guarantee of science and technology governance. In-depth analysis of the composition and operation mechanism of science and technology policy ecosystem can not only stimulate the value of policies and provide suggestions for subsequent reforms, but also promote the sharing and co-construction of science and technology to improve the efficiency of scientific research.Based on previous studies, this paper analyzes the science and technology policy ecosystem and its three-ring gear operation mechanism in detail by taking quantum information technology policy of the United States as an example on the basis of constructing ecological model of science and technology policy.The research shows that science and technology policy ecology is a policy with science and technology policy as the core, with the ultimate goal of serving the national science and technology innovation project, realizing the policy value, ensuring science and technology safety and promoting science and technology development, and with drafting, promulgation, implementation and reform as the policy life cycle. It is a complex and multi-coordinated policy ecosystem project with policy, personnel and field as the basic constituent framework, which gives life to science and technology policy.
