Abstract:Science and technology policy is the foundation and guarantee of science and technology governance. In-depth analysis of the composition and operation mechanism of science and technology policy ecosystem can not only stimulate the value of policies and provide suggestions for subsequent reforms, but also promote the sharing and co-construction of science and technology to improve the efficiency of scientific research.Based on previous studies, this paper analyzes the science and technology policy ecosystem and its three-ring gear operation mechanism in detail by taking quantum information technology policy of the United States as an example on the basis of constructing ecological model of science and technology policy.The research shows that science and technology policy ecology is a policy with science and technology policy as the core, with the ultimate goal of serving the national science and technology innovation project, realizing the policy value, ensuring science and technology safety and promoting science and technology development, and with drafting, promulgation, implementation and reform as the policy life cycle. It is a complex and multi-coordinated policy ecosystem project with policy, personnel and field as the basic constituent framework, which gives life to science and technology policy.
