生产性服务数智化赋能农业绿色全要素生产————兼论政府环境规制的调节作用

摘要:

双碳背景下,发展农业生产性服务业是加快农业生产方式转变、促进农业强国建设的重要途径。本文系统地分析了“数字+智能”技术与生产性服务有机结合,进而提升农业绿色全要素生产率的机理,并利用2014-2020年省级面板数据进行实证检验。结果表明,生产性服务数智化改造对农业绿色全要素生产率水平的提升具有显著的促进作用。具体来讲,金融服务和商贸流通服务的数智化改造对农业绿色全要素生产的影响呈现“当期有效”的特征,而科技信息服务数智化改造在较长的时间内仍可以保持对农业绿色全要素生产的显著促进效应。进一步检验发现,农业生产性服务数智化促进作用存在明显的区域异质性,强弱依次为粮食主产区、粮食产销平衡区、粮食主销区。政府环境治理能够强化农业生产性服务数智化对农业绿色全要素生产的影响。基于此本文提出,大力推进现代信息技术对传统农业生产方式改造的进程,构建以科技信息服务为基础,金融服务、商贸流通服务为引领,拉动农业绿色全要素生产的长效增长机制；根据区域要素禀赋优势,实行农业生产性服务数智化改造全国一盘棋；充分发挥政府农业绿色发展“引路人”的作用,助力绿色农业生产技术的推广,引导各农业生产经营主体向农业绿色生产转型。

Abstract:

Under the background of “Dual Carbon”, developing agricultural producer services is an important way to accelerate the transformation of agricultural development mode and promote the construction of an agricultural power. This paper systematically analyzed the mechanism of organic combination of "digital + intelligent" technology and productive services to improve agricultural green total factor productivity. Based on China"s provinces from 2014 to 2020, the fixed effect model and the adjustment effect model were used to empirically test. The results showed as follows: The intelligent transformation of productive services has a significant promoting effect on the improvement of agricultural green total factor productivity. Specifically, the influence of digital intelligent transformation of financial service and trade circulation service on agricultural green total factor production shows the characteristics of "current effective", while the digital intelligent transformation of scientific and technological information service can still maintain a significant promoting effect on agricultural green total factor production in a long time. Further examination found the promotion effect of digital and intelligent transformation of productive service on different regions was in the order of main grain producing area, grain production and marketing balance area, and grain main selling area, that is, there was obvious regional heterogeneity. What’s more, government environmental governance can strengthen the influence of digital and intelligent transformation of productive service on agricultural green total factor production. Therefore, the study proposed to vigorously promote the process of modern information technology to transform the traditional agricultural production mode, build a long-term growth mechanism based on scientific and technological information services, led by financial services and trade circulation services, to promote agricultural green total factor production; According to the advantages of regional factor endowment, implement the intelligent transformation of the number of agricultural productive services nationwide. We will give full play to the role of the government in guiding the green development of agriculture, promote the popularization of green agricultural production technologies, and guide all agricultural production and operation subjects to transform to green agricultural production.
