Abstract:The construction of digital countryside is a strategic direction to fully realize rural revitalization and an important element to accelerate the construction of digital China. Although studies have been conducted on the influencing factors of digital village construction quality, they have not paid attention to the linkage effect of the group effect between different factors on the quality of digital village construction. Based on the TOE framework, we used the fuzzy set qualitative comparative analysis (fsQCA) method to explore and identify the linkage effects of technology, organization, and environmental conditions on the quality of digital village construction in 48 counties in China. The study found that: (1) there are three paths that drive the quality of high-level county digital village construction: the competitive pull type with environmental and technological conditions as the core, the push-pull type with synergistic development of technological, organizational, and environmental conditions, and the supply-push type with organizational and technological conditions as the composition. (2) Under certain conditions, the combination of technical, organizational, and environmental conditions can drive the formation of high-quality digital village construction in counties in a "different way". (3) In terms of core conditions, the level of digital water, inter-governmental competition pressure and attention allocation are the key factors driving the quality of high-level county digital village construction. This suggests that local governments should give full play to their subjective initiative and open up a new situation of high-quality digital village development by accelerating the construction of county information infrastructure and strengthening attention allocation through a differentiated action process.
