基于乡村振兴视角的科技特派员胜任力研究

摘要:

乡村振兴战略全面推进为科技特派员提供了新的契机与要求。从科技特派员和服务对象两个视角进行科技特派员服务乡村振兴活动的调研，构建科技特派员的胜任力模型，并进行指标重要性与满意度的比较分析。研究发现：在乡村振兴背景下，科技特派员的胜任力模型包括知识经验、专业技能、态度价值、动机特质和服务绩效五个维度 34 项指标。科技特派员认为态度价值观的重要性与科技服务对象对此满意度的差距较大，差距最小的维度是服务绩效。因此，应根据该胜任力模型规范科技特派员服务乡村振兴的选拔录用机制、优化培训系统和强化目标考核激励机制。

Abstract:

The comprehensive promotion of rural revitalization strategy has provided new opportunities and requirements for science and technology commissioners.From the two perspectives of science and technology commissioners and service objects, this paper investigates the rural revitalization activities of science and technology commissioners. According to the investigation results, the competency model of science and technology special commissioner is constructed, and the importance of indicators and satisfaction are compared and analyzed.The research results show that the competency model of science and technology commissioners includes 34 indicators from five dimensions: knowledge and experience, professional skills, attitude value, motivational traits and service performance. There is a large gap between the importance of attitudes and values considered by science and technology commissioners and the satisfaction of science and technology service clients, and the smallest gap is service performance.Therefore, According to the competency model, the selection and recruitment mechanism, the optimization of training system and the strengthening of target assessment and incentive mechanism of science and technology special agent service for rural revitalization are standardized.
