智慧专业化视域下区域创新驱动高质量发展的政策思路

On the Policy Space of Regional Innovation-driven High-quality Development in the Perspective of Smart Specialization

我国经济已由高速发展阶段转向高质量发展阶段,推动区域高质量发展需要创新体制机制和政策体系支撑。实现高质量发展既定目标,需要有新的政策框架来解释、构建和指导各个区域经济增长方式和发展模式的转型。智慧专业化是一种新兴创新发展理论,为区域创新驱动高质量发展提供了新的政策思路。本研究通过系统回溯创新驱动高质量发展的理论路径,明确区域创新驱动高质量发展的必要性,基于智慧专业化的核心概念和逻辑结构提出区域创新高质量发展的新政策思路,运用案例研究和对比研究方法,分析智慧专业化的实践现状,从灵活的创新政策组合、高效的资本支持体系和清晰的运行监管模式三方面构建与高质量发展阶段相配适的政策框架,形成高质量的制度供给能力,有效支撑区域创新驱动高质量发展。

Abstract:

China’s economy has shifted from the rapid development stage to the high-quality development stage. Promoting regional high-quality development requires the support from high-quality institutional mechanisms and policy systems. Innovation is the primary force driving the high-quality development. To fulfill the setting goals of high-quality development, new theories are in need to explain, construct, and guide the transformation of regional economic growth and development models. In a nutshell, smart specialization is a new innovation theory, which has offered a new policy making logic for regional innovation-driven high-quality development. Therefore, by systematically tracing the theoretical path of innovation-driven high-quality development, the necessity of regional innovation-driven high-quality development is clarified, the core concepts and logical structure of smart specialization are analyzed, and the policy ideas for high-quality development of regional innovation are provided. By using case study method, a system and mechanism suitable for the high-quality development has been introduced from three aspects, thus flexible innovation policy combination, efficient capital support system and clear operation and supervision mode, which can form a high-quality institutional supply capacity and effectively support regional innovation-driven high-quality development.
