Abstract:For building cross-regional innovation communities, the primary challenge lies in the domain of cross-regional collaborative governance. It can be said that effective governance mechanisms directly determine the effect of cross-regional collaborative innovation. The construction of the European Research Area is an important measure for the EU to promote cross-regional collaborative innovation among member states, which aims to integrate the innovation resources and strengths of member states to enhance the overall innovation competitiveness of the EU. The innovation capabilities of EU member states are imbalanced. In order to achieve effective cross regional synergy governance among countries, the EU has established a common governance framework under multi-level governance among EU, EU member states and regions. The EU formed a policy advisory mechanism by establishing the European Research Area advisory organizations and focusing on democratization of decision-making. The EU also building a supervisory mechanism by delivering the "European Research Area Development Report", "European Research Area Development Roadmap", and utilizing the "European Semester". Meanwhile, a variety of governance tools are developed, including funding, projects, and various dialogue mechanisms. The EU is establishing innovation partnerships among member states with different innovation capabilities, promoting the collaboration of innovation resources, projects and policies among member states, enhancing its governance capability and improving the innovation system failure. The European Research Area's experience in strengthening collaborative innovation governance in regions with uneven development of innovation capabilities can bring enlightenment to the construction of China's cross-regional collaborative innovation community, such as strengthening joint governance among entities at different levels, forming effective consultation and suggestion mechanisms, designing multiple complementary governance tools.
