Abstract:Scientific and technological innovation is an important driving force to promote the transformation of regional economy from high-speed growth to high-quality development, and actively building a high-quality development path of scientific and technological innovation in less developed areas is the only way to achieve economic transformation and leapfrog development. In recent years, less developed areas have implemented a series of policies and measures to guide the high-quality development of scientific and technological innovation, and the level of scientific and technological innovation has made certain progress. However, due to the late start of industrial and market economy construction in less developed areas, compared with developed areas, there are still deficiencies in factors input, regional allocation, innovation enthusiasm and coordination mechanism. Based on the field investigation and statistical analysis of the indicators of science and technology innovation in the provinces of the pan-Pearl River Delta, this paper explores the existing problems and their causes in the high-quality development of science and technology innovation in underdeveloped areas, and combines advanced domestic and foreign experience. This paper puts forward some policy suggestions to promote the high-quality development of science and technology innovation in less developed regions from the aspects of establishing offshore innovation mechanism, the deep integration of industrial chain and innovation chain, the construction of innovation team echelons, and the optimization of innovation management mechanism.
