“三农”领域高校智库建设现状及发展路径探析

农为邦本,本固邦宁。在农业农村现代化愈发成为我国现代化建设的突出短板之际,“三农”事业的建设水平将影响到我国经济社会发展综合质量的高低,“农业强国”建设必然需要“农业强库”,“三农”领域智库在“三农”问题分析、决策拟定及政策工具弥补纠正等方面发挥着重要作用。研究发现：目前高校智库在数量占据优势,已成为“三农”领域智库的主力军。本文通过描述“三农”领域高校智库的建设现状,分析高校附属型涉农智库发展行为及特点、运行机制、成果水平等,总结影响高校附属型智库建设的主要困境,在此基础上提出若干建议,以期对国内“三农”领域智库体系的建设、转型升级有所裨益,提供坚实的智力保障,以满足我国在新时期全面推进乡村振兴战略的“智力需求”。

Abstract:

As agriculture constitutes the foundation of the state, the strength of that foundation ensures stability. At a time when the modernization of agriculture and rural areas has increasingly become a prominent weak link in China"s modernization efforts, the level of construction of the "Agriculture, Rural Areas, and Farmers" sector will affect the overall quality of China"s economic and social development. The construction of a "strong agricultural nation" will inevitably require a "strong agricultural think tank", and think tanks in the "Agriculture, Rural Areas, and Farmers" domain play an important role in analyzing "Agriculture, Rural Areas, and Farmers" issues, making policy decisions, and remedying and correcting policy tools. Research has found that currently, university think tanks have an advantage in terms of quantity and have become the main force of think tanks in the "Agriculture, Rural Areas, and Farmers" domain. This paper describes the current state of the construction of university think tanks in the "Agriculture, Rural Areas, and Farmers" domain, analyzes the development behaviors, characteristics, operating mechanisms, and outcome levels of university-affiliated agricultural think tanks, summarizes the main dilemmas in the construction of university-affiliated think tanks, and puts forward several suggestions on this basis, hoping to benefit the construction and transformation of the domestic "Agriculture, Rural Areas, and Farmers" think tank system, provide solid intellectual support, and meet the "intellectual demand" of China"s comprehensive promotion of the rural revitalization strategy in the new era.
