Abstract:Trying to change the traditional ideas of comprehensive evaluation with too much emphasis on the total amount and the growth rate, and pay attention to the performance evaluation of scientific and technological innovation, including the upgrading of industrial structure, green ecological impact and social influence. Therefore, based on the new concept of high-quality development and the new stage of scientific and technological innovation in China, integrating big data indicators, using the combination of empowerment method, this paper constructs a comprehensive evaluation index system for high-quality development of regional scientific and technological innovation in China from the five dimensions of innovation environment, innovation input, innovation output, enterprise innovation and innovation performance, to investigate and evaluate the level, characteristics and trend of China's scientific and technological innovation development from 2012 to 2022. The results show that the overall level of scientific and technological innovation in China has been steadily improved, but the regional development is unbalanced, showing a pattern of ‘low in the west, average in the middle, and high in the east’; the index of innovation environment, innovation output, and enterprise innovation index have all improved, while the index of the innovation investment and innovation performance show a fluctuating trend. Based on the research findings, the paper puts forward policy suggestions to further promote the high-quality development of scientific and technological innovation in China, including accelerating the construction of high-level innovative talents, strengthening regional coordination of scientific and technological development, and innovating the green technology system.
