Abstract:Developing strategic plans is critical to the development of science funding agencies. In March, 2022, the UK Research and Innovation (UKRI) released a five-year strategy for the first time to promote the UK to become a "global scientific superpower", its affiliated agencies also released a series of supporting implementation plans to build a clear and complete strategic planning system. This paper takes the strategic planning system of UKRI as the research object, sorts out and analyzes the content and key points of its strategic goal implementation measures, progress monitoring, performance evaluation, and funding investment, etc., and points out that the design of the strategic framework of the three aspects of UKRI' s overall strategy, the cooperation planning of subordinate institutions, and the implementation planning of each institution is consistent, the budget for its infrastructure and funding for talent support programme have increased significantly, it works with its affiliates to concentrate on the major challenges and needs facing the country, and will also increase its investment in its proposed seven technology clusters and the balanced development of domestic regions. Based on this, policy recommendations are put forward from four aspects: monitoring and evaluating the implementation of the strategy, independently formulating international cooperation strategies for science funding agencies, enhancing management of science funding agencies, and promoting bilateral scientific and technological cooperation between China and the UK based on the strategic planning of science funding agencies, hoping to provide enlightenment for the formulation and implementation of strategic plans for Chinese science funding agencies, as well as the bilateral cooperation between Chinese and UK science funding agencies.
