Abstract:Explore the path of cracking the critical difficulties in the reasonable distribution of the "three rights" of control, use and revenue in the commercialization of job-related scientific and research findings in China, to promote the system structure optimization of the commercialization of job-related scientific and research findings and the commercialization rate. Firstly, the main problems among the three subjects are sorted out from the perspective of coordination among the three subjects of government, the finding ownership units, the finding and the person who completed the scientific research. Then, according to the collaborative governance theory, three main body relationship models are designed from the source of existing problems and put forward the critical path to promote the development of commercialization of job-related scientific and research findings in the work of different subjects. The results show that the main problems of the finding and the person who completed the scientific research are lack of capacity, low value of the findings, weak rights and low enthusiasm for commercialization. The finding ownership units have problems such as lack of experience and relevant mechanisms, strong power but weak constraint, and poor effect of price investment. while the main problems of the government are lack of training in policy interpretation, imperfect incentive mechanisms, and insufficient management and supervision. Three subjects around the market to form an equilateral triangle relationship, the government is located at the apex, playing a dominant role, the market lies at the center of the triangle, and is of equal importance to each subject, while the three subjects are equal and mutually restricted to each other. According to this, it is proposed for different subjects that the government needs to transfer part of its power to other subjects to maintain equality between the government and other subjects; the ownership units of the achievement need to improve the communication mechanism between superiors and subordinates and transfer part of the ownership of the achievements to the researchers; and the achievement and its completers should enhance their own hard strength of scientific research and technology transformation, and research innovative achievements that meet market demand.
