Abstract:The mechanism of "Enlisting and Leading" helps to improve the open social innovation model of integrated development of education, technology, and talent, and fully utilizes the role of talent evaluation as a "baton". It is deeply focused on the connotation and existing problems of "problem oriented" talent evaluation based on the mechanism characteristics. Through practical analysis, preliminary research, and expert consultation of talent evaluation in the "unveiling and commanding" mechanism of various provinces and cities in China, the initial talent evaluation index system has been formed from the perspective of the "Enlisting and Leading" mechanism in three aspects: team selection, unveiling implementation, and achievement application. Using factor analysis method to construct the final talent evaluation index system, providing ideas and models for effectively solving the talent evaluation problems in the implementation process of the "Enlisting and Leading" mechanism, new methods were proposed to eliminate the phenomenon of "only papers, only professional titles, only academic qualifications, and only awards", and the talent evaluation system guided by innovative value, ability, and contribution were established. It is of great significance to form and implement an evaluation system that is conducive to talent"s dedicated research and innovation.
