Abstract:In order to cope with the new requirements posed by competition among major powers in the era, it is of great significance to explore the means of modern cluster governance and to construct the innovative co-governance models of diversified industrial entities. In this study, a logical framework for the construction of modern regional industrial clusters based on the connotation characteristics of modern industrial systems. Then, based on the multi-center governance theory, a theoretical framework for the multi-center industry co-governance in the construction of modern regional industrial clusters was proposed. It is suggested that the construction of modern regional industrial clusters should be divided into five hierarchical tasks: strategic layer, development layer, support layer, etc. Various entities such as government departments, enterprises, research institutions, industry associations and service organizations generate multi-center industry co-governance models with classified responsibilities through the spontaneous interaction. To further illustrate and test the theory, the governance of the leading consulting institution of the precision instrument and equipment industrial cluster in Guangdong Province is taken as a practical case. For improving the co-governance efficiency, suggestions are put forward to establish the robust working mechanism of multi-center coordination, improve the industrial safety through government-enterprise dual center co-governance, advance key core technology researches in an orderly manner by multi-dimensional support, enhance the agglomeration and integration of multi-center leading by governments, and promote the construction of regional smart industrial clusters through the digital governance innovation. The study clarifies the embedding of the multi-center co-governance theory in the construction strategy of modern regional industrial clusters, which is expected to provide theoretical support and model references for the construction of modern regional industrial clusters in China in the new period.
