国家专利转化专项计划的地方实践与启示——基于16省139份专利转化政策文件的实证

Local Practice and Inspiration of China's Patent Conversion Program:Based on the Demonstration of 139 Patent Conversion Policy Documents in 16 Provinces

摘要:

基于16省市的139份政策文件分析结果，并综合考察国家专利转化专项计划的地方实践后发现，国家专利转化专项计划自2021年开展以来，16个获奖补省市针对“产学研金介”协同创新体系中的不同主体，分别设定了相关支持项目，使奖补资金惠及中小企业、高校、科研院所、知识产权中介服务及金融服务机构等多方主体。未来我国专利转化政策的制定与施行，需以深化职务科技成果产权制度改革、提升专利供给侧专利创造、管理与转化服务水平、强化专利需求侧专利培育与技术获取政策支持力度、提升专利转化中介服务水平、完善专利转化金融服务支撑及基于地方区位、产业特征等开展特色项目为六大主要关注方向。

Abstract:

Based on the analysis results of 139 policy documents of 16 provinces, and a comprehensive investigation of how local provinces promote the special plan for patent transformation, it is found that since the launch of the national patent transformation special plan, 16 provinces with awards and subsidies have set relevant support projects for different subjects in the collaborative innovation system, so that the special funds for patent transformation benefit small and medium-sized enterprises, universities, scientific research institutions, intellectual property intermediary services and financial services institutions.At the same time, there are still some deficiencies in the special consideration of local policy formulation, the coordination with related policies in policy implementation and the depth of policy implementation. In the future, the formulation and implementation of China's patent transformation policy can be optimized by differentiating the formulation of patent transformation policy, strengthening policy coordination, and expanding the depth of policy implementation.
