国家农业高新技术产业示范区“四链”融合机理分析——以吉林长春国家农高区为例

国家农业高新技术产业示范区作为我国农业科技创新的重要载体,在实现农业科技高水平自立自强中发挥重要作用,但面临着自主创新能力不强、高新技术产业竞争力不高、社会投资与金融支持动力不足等问题,亟待构建“四链”深度融合的开放创新生态。本文在界定四链融合本质内涵基础上,以吉林长春国家农高区为例,对农高区四链融合的内在机理进行剖析。研究表明:“四链”深度融合的本质是以产业链、创新链、资金链、人才链四链有机融合方式促进创新要素与资源汇聚,不断提升区域产业创新力与竞争力,形成持续高效运行的区域创新生态。研究认为,创新链是产业链发展的动力之源、是产业链各环节实现价值增值的基础,产业链是创新链落地生根的载体,创新链产业链协同是“四链”融合的核心,资金链和人才链是支撑,围绕产业链创新链精准配置资金链和人才链是根本保障,通过打造“四链”融通的现代产业体系有助于实现农高区产业链供应链的现代化。

Abstract:

The National Agricultural High tech Industry Demonstration Zone, as an important carrier of agricultural technology innovation in China, plays an important role in achieving high-level self-reliance and self-improvement in agricultural technology. However, it faces problems such as weak independent innovation ability, low competitiveness of high-tech industries, and insufficient social investment and financial support. It is urgent to build an open innovation ecosystem with deep integration of the "four chains". On the basis of defining the essence of four chain integration, this article takes Changchun National Agricultural High tech Zone in Jilin as an example to analyze the internal mechanism of four chain integration in agricultural high tech zones. Research has shown that the essence of deep integration of the "four chains" is to promote the convergence of innovative elements and resources through the organic integration of the four chains of industry, innovation, capital, and talent, continuously improving the innovation and competitiveness of regional industries, and forming a sustainable and efficient regional innovation ecosystem. Research suggests that the innovation chain is the driving force for the development of the industrial chain and the foundation for achieving value appreciation in all aspects of the industrial chain. The industrial chain is the carrier for the innovation chain to take root, and the synergy of the innovation chain and the industrial chain is the core of the integration of the "four chains". The capital and talent chains are the support, and the precise allocation of the capital and talent chains around the innovation chain of the industrial chain is the fundamental guarantee, By creating a modern industrial system that integrates the "four chains", it helps to modernize the supply chain of the agricultural high-tech zone"s industrial chain.
