Abstract:Science and technology innovation is changing from the traditional linear model to a new three-dimensional organizational model with nonlinear space-time interleaving. Innovation consortium has emerged to meet the requirements of this transformation. The flow and transfer of knowledge within and out of organization is crucial to promote innovation. The intellectual property governance faced by a large number of knowledge transfer behaviors has become an urgent issue of the times. The organizational attributes and characteristics of innovation consortium are used as the starting point to sort out the characteristics of knowledge transfer behavior. Based on the case of American Ceramic, Composites and Optical Materials Center (CCOMC), the possibility conflict and governance of intellectual property rights in the founding stage of the innovation consortium and the ownership and use of intellectual property rights in the output stage of knowledge achievements are analyzed. Therefore, it puts forward some suggestions on intellectual property governance of knowledge transfer behavior of the innovation consortium, such as unifying knowledge management objectives, establishing member contract mechanism, strengthening organizational culture management, establishing talent incentive mechanism, obtaining deep cooperation trust, implementing cooperative trust mechanism, protecting knowledge innovation achievements, and improving policies, laws and regulations.
