Trends of science and technology innovation policy in Japan

摘要:

分析日本《科学技术基本法》颁布以来科学技术创新模式的变迁以及创新政策的动向,特别是2020年更名为《科学技术创新基本法》之后,呈现出从传统的科学技术创新线性模式向目标导向型的社会变革创新模式的转变,从科学技术层面向科学技术新生态体系层面创新的转变,从只注重科技研发到注重人文和社会科学与自然科学相结合综合知识创新的转变,以及创新主体从产学官合作为主向产学官民共创方式进行转变。在此基础上,提出对中国科学技术创新政策的几点启示。

Abstract:

This paper analyzes the changes of Sci-tech innovation mode and the trends of innovation policy since the promulgation of Science and Technology Basic Law in Japan. Especially, its name was changed to the Science,Technology,and Innovation Basic law in 2020, it has shown a shift from a traditional linear mode of Sci-tech innovation to a mission-oriented social transformation innovation mode, and from the perspective of Sci-tech to the new ecosystem of Sci-tech innovation, The shift from focusing on Sci-tech research to the integration of humanities, social sciences, and natural sciences for comprehensive knowledge innovation, as well as the transformation of the innovation entities from the main focus of industry, academic, and government to the collaborative approach of industry, academic, government, and people. On this basis, several inspirations were proposed for China"s Sci-tech innovation policies.
