打造创新生态环境下省级科技计划项目管理模式创新研究——以山西省为例

Research on Innovation of Provincial Technology Plan Project Management Mode under the Environment of Creating an Innovative Ecosystem: Taking Shanxi Province as an Example

摘要:

开展科技计划项目管理是各地政府落实国家中长期科技发展规划、提升科技创新能力、促进社会经济发展的重要抓手。当前山西省立足国家重大创新需求和山西实际，全力打造一流创新生态，进一步优化科技资源配置管理制度、完善重大科技项目攻关制度等，在此背景下开展省级科技计划项目管理模式创新研究意义重大。为此，在全面系统分析山西省科技计划项目管理模式现状及特点的基础上，通过广泛走访与调研的方式对高校、企业、科研院所等技术密集度较高的人群进行摸底并分析，提炼出山西省科技计划项目管理模式实施过程中存在的主要问题。通过深入剖析存在问题的原因，并借鉴发达省份的有益经验，提出打造创新生态背景下山西省科技计划项目管理模式改进建议：积极组织开展科技战略咨询研究；优化项目凝练方式；加强评审专家在项目实施过程的参与度；完善科技计划项目管理信息系统功能；加大关键核心技术攻关项目支持力度；推行以绩效评价为核心的项目支持方式；适度引入市场化绩效评价新方法与监督新机制等。

Abstract:

Conducting technology plan project management is an important lever for local governments to implement national medium and long-term science and technology development plans, enhance science and technology innovation capabilities, and promote social and economic development. At present, Shanxi Province is based on the national major innovation needs and the actual situation in Shanxi, making every effort to create a first-class innovation ecosystem, further optimizing the management system for science and technology resource allocation, and improving the system for tackling major science and technology projects. In this context, it is of great significance to carry out innovative research on the management mode of provincial technology plan projects. Therefore, based on a comprehensive and systematic analysis of the current situation and characteristics of the management mode of Shanxi Province's technology plan projects, this paper conducts extensive visits and research to identify and analyze the main problems that exist in the implementation process of Shanxi Province's technology plan project management mode. This paper puts forward suggestions for improving the management mode of Shanxi Province's technology plan projects under the background of creating an innovative ecosystem by deeply analyzing the reasons for the existing problems and drawing on the beneficial experience of developed provinces: actively organizing research on science and technology strategic consulting; optimizing project condensed approach; strengthening the participation of review experts in the project implementation process; improving the functions of the technology plan project management information system; increasing support for key core technology research projects; promoting a project support approach centered on performance evaluation; moderately introducing new market-oriented performance evaluation methods and supervision mechanisms.
