    科教融合能够促进科学资源与教育资源打破各自边界,实现跨界纵横协同,推动科技、教育、人才深度衔接,然而,中国科教大省陕西充裕的教育资源尚未与地方科技创新充分融合,严重制约区域创新活力的提升和创新效能的释放。为此,依据相关理论分别构建科技创新系统与高等教育系统评价指标体系,以陕西为例进行两系统评价,并采用耦合分析方法对其两系统的耦合协调度进行测度和评价,识别出当前陕西科教融合存在的短板弱项,以分类规划科教协同的实现路径。结果发现,陕西高等教育中的人力资源与科技创新耦合协同较好,但是物力资源、财力资源与科技创新耦合度较低,科技创新系统和高等教育系统总体上耦合协调度稳步提升,逐步迈入高度融合协调阶段。最后分别从科技创新、教育改革以及推动二者融合协同等方面提出科教融合的路径选择,强调要将“教育科技”引入教育活动,推动产学研协同创新平台、颠覆性技术等专项攻关组等的共建。

    Abstract:

    The integration of science and education can promote scientific resources and educational resources to break their respective boundaries, realize cross-border vertical and horizontal coordination, and promote the in-depth connection of science and technology, education and talents. However, the abundant educational resources of Shaanxi province, a major science and education province in China, have not been fully integrated with the local scientific and technological innovation, which seriously restricts the improvement of regional innovation vitality and the release of innovation efficiency. Therefore, according to relevant theories, the evaluation index system of scientific and technological innovation system and higher education system are constructed respectively, taking Shaanxi as an example, this study evaluates the two systems, and uses the coupling analysis method to measure and evaluate the coupling coordination degree of the two systems. The results show that the coupling and coordination of human resources and scientific and technological innovation in higher education is higher, while the coupling degree of material resources, financial resources and scientific and technological innovation in higher education is lower, while in general, the coupling and coordination degree of the two systems has been steadily improved, and the two systems have gradually entered the stage of high integration and coordination. Finally, path selection of science and education integration is put forward from the perspective of scientific and technological innovation, educational reform and the integration and synergy of the two, emphasizing the introduction of "educational technology" into educational activities, and promoting the joint construction of industry-university-research collaborative innovation platforms and special research groups targeting disruptive technologies.
