Abstract:New technology has injected great innovation potential into the green economy system, and it is necessary to constantly improve the incompatible situation caused by technological change, innovation environment and organizational system. Based on WSR system theory and techno-economic paradigm theory, this paper analyzes the economic-ecological-social system characteristics of green economic innovation, constructs an evaluation system of green economic innovation index and evaluates it based on the data of 30 provinces and cities in China from 2011 to 2020. The research shows that: firstly, green economy innovation is based on technology, products and solutions, and under the guidance of the gap between old and new technologies, it pays attention to the ecological environment and emphasizes the evolution of social organization management mode and the realization of demand, which is manifested in economic paradigm innovation, ecological paradigm innovation and social paradigm innovation; Second, the economic system is the key to the innovation of green economy. Digital, green and biological technologies in the system can give birth to a series of green products and smart solutions, but society and ecosystem can in turn promote the innovation of economic system. The empirical results show that China"s green economy innovation index has a double "U" feature over the years, with 2013 and 2019 as turning points, and it shows the characteristics of "the strong will remain strong while the weak will remain weak" in the temporal and spatial evolution. The research is helpful to clarify the operating mechanism and key elements of green economy innovation under the background of technological change, and provide systematic reference for the innovation and development of green economy in China.
