地方高校参与综合性国家科学中心建设的作用发挥及路径研究 ——以东莞理工学院全面参与服务粤港澳大湾区综合性国家科学中心先行启动区为例

综合性国家科学中心是国家创新体系建设的基础平台，是国家竞争成为下一个世界科学活动中心的战略载体，作为科技第一生产力、人才第一资源、创新第一动力重要结合点的高校在其中必然发挥重要的支撑作用。本文通过对现有上海张江、安徽合肥、北京怀柔、粤港澳大湾区、西安5个综合性国家科学中心建设过程中高校特别是地方高校作用发挥的现状分析梳理，以东莞理工学院全面参与服务粤港澳大湾区综合性国家科学中心先行启动区的实践探索为例，对占本科院校90%以上的地方高校在综合性国家科学中心建设中如何有效参与支持服务的载体路径提出了对策建议，以期对促进地方高校与综合性国家科学中心优势互补、共赢发展有所借鉴与参考。

Abstract:

The comprehensive national science Center is the basic platform for the construction of the national innovation system and the strategic carrier for the country to compete to become the next world scientific activity center. As the important combination point of science and technology the first productive force, talent the first resource and innovation the first driving force, the university will inevitably play an important supporting role. This paper analyzes the status quo of the role played by universities, especially local universities, in the construction of five comprehensive national science centers in Shanghai Zhangjiang, Anhui Hefei, Beijing Huairou, Guangdong-Hong Kong-Macao Greater Bay Area and Xi 'an, and takes Dongguan University of Technology as an example to fully participate in the practice and exploration of serving the pilot area of the comprehensive National Science Center in the Guangdong-Hong Kong-Macao Greater Bay Area. This paper puts forward countermeasures and suggestions on how local universities, which account for more than 90% of undergraduate universities, can effectively participate in supporting services in the construction of comprehensive national science centers, in order to provide reference for promoting the complementary advantages and win-win development of local universities and comprehensive national science centers.
