Abstract:With the increasing output of scientific research achievements in Colleges and universities, it has become an important measure to promote the transformation of scientific and technological achievements in Colleges and universities to carry out the pre application evaluation of patents in Colleges and universities, screen high-value patents and actively cultivate them. Based on five value dimensions and 17 indicators, this paper constructs the value evaluation system before patent application in Colleges and universities, uses BP neural network and hierarchical clustering method to conduct macro and micro multi-dimensional comprehensive evaluation on some patents with high value scores, and gives the cultivation direction for the three gradients formed by the test samples respectively. The research shows that the evaluation model can effectively identify the high-value patents in Colleges and universities, and help to promote the smooth development of the creation and cultivation of scientific and technological achievements in Colleges and universities.
