Abstract:The transformation policy of scientific and technological achievements needs sufficient and effective support of the policy system, and the quantification of policy texts can provide references for the formulation and improvement of policies, and promote the precision of the transformation policy of scientific and technological achievements. By constructing multi-dimensional evaluation index system to evaluate the level of provincial science and technology achievements transformation policy, it provides reference for provincial governments to further optimize the policy of science and technology achievements transformation and promote the smooth transformation of science and technology achievements. Using the PMC index model method, based on the high frequency words of provincial S T transformation policy since 2015, a level model of S T transformation policy including 9 first-level indicators and 42 second-level indicators was constructed to quantitatively evaluate the typical provincial policies. The results show that the average PMC index of provincial policies is 7.57 points, and the overall policy is in a good level, but there are still five common problems: unbalanced structure of policy tools, incomplete consideration of policy perspectives, insufficient content of policy objectives, single policy objects and imperfect policy guarantee means. The paper puts forward some specific suggestions on optimizing the structure of policy tools, broadening the perspective of policy, improving policy objectives, enriching policy objects and perfecting policy support means.
