高校职务科技成果混合所有制是我国实施科技成果赋权改革的重要举措，随着法律和制度的完善，其推广实施是合法、合理且必要的。但该制度在运行、管理、考核、服务的实施过程中仍存在诸多问题，通过优化高校职务科技成果混合所有制的实施路径，能够促进社会整体创新能力的提升和国家创新体系的构建。通过健全高校职务科技成果混合所有制运行机制，制定高校职务科技成果混合所有制的管理体系，完善高校职务科技成果混合所有制的考核体系，实施高校职务科技成果混合所有制的服务体系等四个方面，构建“四位一体”的优化实施路径，能够有效地促进高校职务科技成果混合所有制的实施推广，助力高校科技成果转化。

Abstract:

The mixed ownership reform of university scientific and technological achievements is an important measure in China's implementation of the empowerment reform for scientific and technological outcomes. With the perfection of laws and systems, its promotion and implementation are legitimate, reasonable, and necessary. However, there are still many issues in the operation, management, assessment, and service processes of this system. By optimizing the implementation path of the mixed ownership reform for university scientific and technological achievements, we can enhance the overall innovation capacity of society and build a national innovation system. To effectively promote the implementation and dissemination of the mixed ownership reform for university scientific and technological achievements, it is essential to establish a "four-in-one" optimized implementation path by improving the operating mechanism, establishing a management system, perfecting the assessment system, and implementing a service system for the mixed ownership of university scientific and technological achievements, thereby aiding the transformation of university scientific and technological results.
