Abstract:Government enterprise value co creation is an important link for technology-based enterprises to integrate into the industrial innovation chain, which has a significant impact on promoting the integration and innovation of upstream and downstream enterprises. This study takes three award-winning enterprises in the innovation and entrepreneurship competition as examples to explore the impact process of dual synergy between government and enterprise on the integration and innovation of technology-based enterprises under value co creation incentives. Research has found that the co creation of government and enterprise value manifests in two forms: collaborative innovation and separated innovation. The government promotes the integration and innovation of technology-based enterprises through competition system incentives, administrative intervention, and rule embedding in the process of holding innovation and entrepreneurship competitions. Among them, the rules of publicity mechanism, competition schedule setting, and evaluation mechanism play an internal incentive role in the integration and innovation of technology-based enterprises; Integrating innovative resources, supporting innovative resources, and providing innovative services create a favorable external environment for technology-based enterprises to integrate and innovate; Technological enterprises transform external incentive factors into an ecosystem network of internal and external integration and innovation through "information interaction, relationship building, and resource utilization".
