    摘要:

    [目的]当前我国科研领域面临着“放出创新活力”与“管出诚信秩序”制度改革的双重要求。其他领域的实践表明信用管理在信任放权、事前事中事后全过程管理和放管结合的新型监管制度探索建立中发挥了重要作用,科研领域亟待进行信用管理制度改革创新。[方法]科研信用管理是对科研活动进行全流程、智能化的管理,在管好底线与秩序的前提下实现“放出活力与效率”的管理目标。通过建立包括政府、科研单位和科研个体的三方演化博弈模型可以验证不同政策组合对诚信科研结果的作用和影响。[结果]在科研信用管理制度实施中,“信用评价”只是信用管理体系的一部分而非全部,科研信用管理制度起到基础性作用,在日常管理中实现问题及时辨别,防患于未然,科研共同体在科研信用管理中发挥了关键作用。[结论]接下来应重点加快推进大数据、人工智能技术在科研信用管理中的应用,加强科研领域黑名单制度、科研领域内部的信息共享和联合惩戒机制的建立。

    Abstract:

    [Purpose] At present, China"s scientific research field is facing dual requirements of "unleashing innovation vitality" and "managing integrity order" system reform. Practice in other fields has shown that credit management has played an important role in the exploration and establishment of a new regulatory system that combines trust decentralization, in-process and post process management, and decentralization. The scientific research field urgently needs to reform and innovate the credit management system. [Method] Research credit management is the full process and intelligent management of scientific research activities, achieving the management goal of "unleashing vitality and efficiency" while managing the bottom line and order. By establishing a tripartite evolutionary game model that includes the government, research institutions, and research individuals, the effect and impact of different policy combinations on the results of honest research can be verified. [Result] In the implementation of the scientific research credit management system, "credit evaluation" is only a part of the credit management system, not the whole. The scientific research credit management system plays a fundamental role, enabling timely identification of problems in daily management and preventing potential problems. The scientific research community plays a key role in scientific research credit management. [Conclusion] Next, we should focus on accelerating the application of big data and artificial intelligence technology in research credit management, strengthening the blacklist system in the research field, information sharing within the research field, and establishing joint disciplinary mechanisms.
