粤港科技创新券政策的比较分析研究

Comparative Analysis of Guangdong and Hong Kong Science and Technology Innovation Voucher Policy

摘要:

科技创新券是推动科技型中小企业与高校科研院所、科技服务机构产学研合作,促进科技资源共享的政策工具。以广东和香港科技创新券政策为研究对象,运用比较分析法,从资助对象、资助服务范围、资助方式、标准与流程、资助资金管理等方面,深入分析粤港科技创新券的差异。分析结果表明:(1)广东科技创新券资助对象比香港更加多元,但门槛条件较高；(2)广东科技创新券资助的服务定义与香港相比不够清晰；(3)粤港科技创新券资助方式、标准和流程差异总体较大；(4)香港科技券资助资金管理相比广东更加规范,基本覆盖项目全过程。最后,为推动粤港科技创新券的互通互兑,对两地完善科技创新券政策提出若干对策建议。

Abstract:

Science and technology innovation voucher is a policy tool to promote the cooperation between small and medium-sized technology-based enterprises and scientific research institutes and scientific and technological service institutions, and to promote the sharing of scientific and technological resources. This paper takes Guangdong and Hong Kong science and technology innovation voucher policy as the research object, and uses comparative analysis method to analyze the differences between Guangdong and Hong Kong science and technology innovation voucher from the aspects of funding object, funding service scope, funding method, standard and process, and funding fund management. The results show that : (1) The funding targets of Guangdong Science and Technology Innovation Voucher are more diverse than those of Hong Kong, but the threshold conditions are higher ; (2) The definition of service funded by Guangdong Science and Technology Innovation Voucher is not clear enough compared with Hong Kong ; (3) There are great differences in the funding methods, standards and processes of science and technology innovation vouchers between Guangdong and Hong Kong. (4) Hong Kong Science and Technology Voucher funding management is more standardized than Guangdong, basically covering the whole process of the project. Finally, in order to promote the exchange of science and technology innovation vouchers between Guangdong and Hong Kong, some countermeasures and suggestions are put forward to improve the policy of science and technology innovation vouchers between the two places.
