基于技术成熟度的技术评价方法研究

Research on Technology Assessment Methods Based on Technology Readiness Levels

摘要:

技术成熟度评价方法对于科学判断技术发展阶段、识别技术发展潜力、把控技术开发风险具有重要意义。本文采用文献调研法、比较研究法和内容分析法,梳理技术成熟度的理论发展过程及评价标准,根据技术成熟度评价信息来源分为论文、专利和商业化三种场景,基于不同场景对国内外技术成熟度评价方法进行分类与对比,分析技术成熟度评价方法的研究现状,探讨技术成熟度评价方法在技术管理、资源规划和风险防控方面的应用。从技术维度、应用维度和市场维度出发,构建了广义的技术成熟度评价指标体系并提供了各指标的评价方法,评价指标体系包含5个一级指标和15个二级指标。最后从技术成熟度评价方法的推广、应用和特点三个方面提出启示与建议,以期为后续的技术成熟度评价方法研究提供参考。

Abstract:

This paper adopts literature research method, comparative research method and content analysis method to sort out the theoretical development process and evaluation standard of technology readiness. Based on the source of information of technology readiness assessment, this paper classifies the scenarios of technology readiness assessment methods into thesis, patent and commercialization, and classifies the domestic and international technology readiness assessment methods based on different scenarios, analyzes the current research status of technology readiness assessment methods, and explores the application of technology readiness assessment methods in the aspects of technology management, resource planning and risk prevention. On this basis, this paper constructs a broad technology readiness assessment index system and provides the assessment methods of each index from the technical dimension, application dimension and market dimension, and the assessment index system contains 5 first-level indexes and 15 second-level indexes. Finally, this paper puts forward three revelations and suggestions for the assessment methods of technology readiness, with a view to providing reference for the subsequent research on the assessment methods.
