Abstract:Scientific instruments are the cornerstone of scientific research and technological development, and the sharp tools of a technological powerhouse.In order to accelerate the realization of high-level scientific and technological self-reliance and self-improvement, governments & other relevant departments, scientific instrument companies & other innovative entities should prioritize the independent development and application of scientific instruments and equipment. The paper constructs the evaluation index system of scientific and technological innovation ability of scientific instrument enterprises from four aspects: innovation input, innovation environment, innovation output, and innovation impact, uses the analytic hierarchy process-entropy weight method to assign weights, and then conducts comprehensive evaluation on the comprehensive scientific and technological innovation ability of the 42 Chinese listed scientific instrument enterprises through the TOPSIS-obstacle-degree model. The research results show that the most important factors that restrict the development of scientific and technological innovation capacity of China's scientific instruments are the industry-university-research cooperation, product and technology international patent layout, R & D investment. In view of this, it is proposed that we should strengthen the enterprise as the main body of the industry-university-research cooperation and collaborative innovation model, continue to increase R & D investment, pay attention to technology, software development and intellectual property rights protection, optimize the layout of the international market, empowering scientific and technological innovation and development of scientific and technological instruments enterprises.
