    摘要:

    科学仪器是科学研究和技术发展的基石,是科技强国的利器。为加快实现高水平科技自立自强,政府及其有关部门、科学仪器企业及其他创新主体应将科学仪器设备自主开发和应用摆在突出位置。本文从创新投入、创新环境、创新产出、创新影响4个方面构建科学仪器企业科技创新能力评价指标体系,采用层次分析法—熵权法组合赋权,通过TOPSIS—障碍度模型对科学仪器企业的科技创新能力进行综合评价分析,以42家中国科学仪器上市企业为样本进行实证研究。研究发现目前制约我国科学仪器科技创新能力发展的最主要因素是产学研合作、产品与技术国际专利布局、研发投入等。鉴于此,应加强以企业为主体的产学研用合作协同创新模式,持续加大研发投入力度,重视技术、软件的开发及知识产权保护等,优化国际市场布局,为科学仪器企业科技创新发展赋能。

    Abstract:

    Scientific instruments are the cornerstone of scientific research and technological development, and the sharp tools of a technological powerhouse.In order to accelerate the realization of high-level scientific and technological self-reliance and self-improvement, governments & other relevant departments, scientific instrument companies & other innovative entities should prioritize the independent development and application of scientific instruments and equipment. The paper constructs the evaluation index system of scientific and technological innovation ability of scientific instrument enterprises from four aspects: innovation input, innovation environment, innovation output, and innovation impact, uses the analytic hierarchy process-entropy weight method to assign weights, and then conducts comprehensive evaluation on the comprehensive scientific and technological innovation ability of the 42 Chinese listed scientific instrument enterprises through the TOPSIS-obstacle-degree model. The research results show that the most important factors that restrict the development of scientific and technological innovation capacity of China's scientific instruments are the industry-university-research cooperation, product and technology international patent layout, R & D investment. In view of this, it is proposed that we should strengthen the enterprise as the main body of the industry-university-research cooperation and collaborative innovation model, continue to increase R & D investment, pay attention to technology, software development and intellectual property rights protection, optimize the layout of the international market, empowering scientific and technological innovation and development of scientific and technological instruments enterprises.
