摘要:

新型研发机构是我国科技创新力量的新兴组成部分,其发展对促进科技和经济深度融合具有重要作用。新型研发机构绩效评价是政府完善管理制度、合理配置资源的重要依据,构建合理的评价体系是促进新型研发机构健康发展的重要方面。采用内容分析法对65份地方政府相关政策文本进行解析发现,新型研发机构绩效评价制度主要由评价主体、评价客体、评价理念、评价形式和结果反馈五大核心要素构成,具有强式评价特征,指标体系有助于引导新型研发机构进行开放式创新,但评价结果的运用缺乏战略导向,在分类评价体系、评价指标与评价周期选择等方面的系统性、合理性与可行性有待提升。新型研发机构机构的绩效评价应注重知识产权等配套权益制度的建设,协助新型研发机构跨越技术创新的“死亡之谷”,带动区域产业的转型升级。

Abstract:

New research and development institutions are the emerging components of China's scientific and technological innovation force, and their development plays an important role in promoting the deep integration of science and technology and economy. The performance evaluation of new R&D institutions is an important basis for the government to improve the management system and rationally allocate resources, and the construction of a reasonable evaluation system is an important aspect to promote the healthy development of new R&D institutions. The content analysis method is used to analyze 65 local government related policy texts, and it is found that the performance evaluation system of new R&D institutions is mainly composed of five core elements: evaluation subject, evaluation object, evaluation concept, evaluation form and result feedback. The index system is helpful to guide new R&D institutions to carry out open innovation. However, the application of evaluation results lacks strategic orientation, and evaluation index and evaluation cycle selection need to be improved. The performance evaluation of new research and development institutions should focus on the construction of supporting rights and interests systems to cross the "valley of death" of technological innovation, and drive the transformation and upgrading of regional industries.
