    摘要:

    高技术产业是科技资源高质量配置的关键产业,也是推动城市群科技创新能力的重要动力。本文采用DEA-Tobit两步法,从投入与产出角度,横向测度了京津冀、长三角、珠三角3个城市群2010-2021年高技术产业的科技资源配置效率,并进行了对比分析,与此同时,以京津冀城市群为例,分析了影响城市群科技资源配置效率的主要因素。研究发现:(1)横向看,在京津冀、长三角、珠三角三个城市群中,京津冀在计算机及办公设备制造业综合效率最高,长三角和珠三角在其他两个高技术行业科技资源配置效率较高。(2)影响因素方面,地区经济发展水平对科技资源使用效率有显著的正向影响,政府科技投入的影响为负。三大城市群的影响因素差异较小。最后,提出我国城市群高技术产业发展建议:一是积极调整产业结构,建立完整产业链条。二是深化区域高水平对外开放,转变技术引入模式。三是注重高技术人才,为高技术产业提供人才支撑。四是加强科技金融资源整合,加大对高技术产业的资金支持。五是不断健全科技成果产出评价体系。

    Abstract:

    High-tech industries are crucial for the high-quality allocation of technological resources and serve as important drivers of technological innovation capabilities in urban clusters. This paper employs the DEA-Tobit two-step method to horizontally measure the efficiency of technological resource allocation in high-tech industries in three urban clusters in China: the Yangtze River Delta, the Beijing-Tianjin-Hebei region, and the Pearl River Delta, from 2010 to 2021. Comparative analyses were conducted, and using the Beijing-Tianjin-Hebei urban cluster as an example, the main factors influencing the efficiency of technological resource allocation in urban clusters were analyzed. The study found that: (1) Horizontally, among the three urban clusters, the Beijing-Tianjin-Hebei region exhibited the highest comprehensive efficiency in the computer and office equipment manufacturing industry, while the Yangtze River Delta and the Pearl River Delta showed higher technological resource allocation efficiency in the other two high-tech industries. (2) Regarding influencing factors, the regional economic development level had a significant positive impact on the efficiency of technological resource utilization, while the influence of government technology investment was negative. The differences in influencing factors among the three major urban clusters were relatively small. Finally, suggestions for the development of high-tech industries in urban clusters in China were proposed: firstly, actively adjust the industrial structure and establish a complete industrial chain; secondly, deepen regional high-level opening-up and transform technology introduction patterns; thirdly, focus on high-tech talents to provide support for high-tech industries; fourthly, strengthen the integration of science and technology financial resources and increase financial support for high-tech industries; fifthly, continuously improve the evaluation system for the output of scientific and technological achievements.
