    摘要:

    北京在智能网联汽车领域已取得不少成果并在全国乃至全球范围内占有一席之地,但现有关于北京发展智能网联汽车产业的论述缺乏必要理论支撑,而集聚优势理论具有很好的实践意义。从优势集聚视角来看,现阶段北京在智能网联汽车相关政策制定、产业规划、技术研发、测试与应用等方面取得了不错的成效,但在优化战略方向、提升制度与政策水平、强化各领域协作以及集聚形成平台效应等方面仍需进一步发掘潜力。未来,需要从战略规划、政策先导、搭建优势集聚平台等多维度着手,将现有资源禀赋高端释放的同时集聚外部优势要素并培养发展能力,从而形成产业发展的动态比较优势良性循环机制,打造智能网联汽车产业的场效应并逐步实现对外扩散。

    Abstract:

    Beijing has made a lot of achievements in the field of intelligent connected vehicles and occupies a place in the country and even the world. However, the existing discussion on the development of intelligent connected vehicles industry in Beijing lacks necessary theoretical support, and the Advantage Integration Theory has good practical significance. From advantage integration perspective, Beijing has achieved good results in policy formulation, industrial planning, technology research and development, testing and application of intelligent connected vehicles. However, the potential needs to be further explored in the aspects of optimizing the strategic direction, improving the level of institutions and policies, strengthening the cooperation in various fields and forming the platform effect of advantage integration. In the future, it is necessary to take up from strategic planning, policy guidance, building advantage integrating platform and other dimensions. At the same time, the existing resource endowment will be released at the high-end, and the external advantages will be integrated and the development ability will be cultivated, so as to form a dynamic comparative advantage virtuous cycle mechanism for industrial development, create the field effect of the intelligent connected vehicles industry and gradually realize the external diffusion.
