江苏基础研究发展现状及提升对策——基于江苏、上海、广东获资助国家自然科学基金项目对比分析

The Development Status of Basic Research in Jiangsu and Its Improvement:Based on the Comparative Analysis of Projects Funded by National Natural Science Foundation in Jiangsu, Shanghai and Guangdong

摘要:

基础研究是科技创新的源头，鲜有文献从省域对比视角探索江苏基础研究成效和不足。本文在对2017年至2021年期间江苏获资助国家自然科学基金项目情况进行整体和区域均衡度分析基础上，又进一步基于省域视角从人才系列项目、研究系列项目等方面与上海、广东两省进行对比分析。结果表明，江苏基础研究水平位居全国前列，但整体呈下滑趋势；国家杰出青年人才省域分布更加均衡，相比上海、广东两省，江苏相对具有一定竞争优势；江苏基础研究人才队伍结构性矛盾相对突出。由此，本文从平衡经费投入规模与结构关系、平衡人才数量与质量关系、平衡平台增量与存量关系等维度给出相关建议。

Abstract:

Basic research is the source of scientific and technological innovation. There are few literatures to explore the effectiveness and shortcomings of basic research in Jiangsu from the perspective of provincial comparisona comparative perspective. Based on the overall and regional equilibrium analysis on NSFC found projects in Jiangsu province from 2017 to 2021, this paper makes a further comparative analysis with Shanghai and Guangdong from many aspects such as talent and research series projects. The results show that the level of basic research in Jiangsu ranks the top in China, but it shows a downward trend on the whole;The distribution of national outstanding young talents in the three provinces is more balanced,Compared with Shanghai and Guangdong, Jiangsu has a certain competitive advantage;The structural contradiction of Jiangsu basic research talent team is relatively prominent.Therefore, this article provides relevant suggestions from the dimensions of balancing the relationship between investment scale and structure, balancing the relationship between talent quantity and quality, and balancing the relationship between platform increment and stock.
