    科技支撑是应对突发公共卫生事件的重要引擎,如何通过科技支撑体系的建设提升应急管理能力是当下亟待解决的问题。从TOE框架出发,基于NCA和fsQCA分析法,探究科技支撑对我国突发公共卫生事件处置水平的影响机制。研究发现:生物医疗创新、数字技术创新、监测预警能力、成果转化产业环境是影响突发公共卫生事件处置水平的必要条件;突发公共卫生事件高处置水平组态存在4类驱动路径,即科技—政策驱动、数字创新驱动、制度创新驱动和预警驱动型,这些路径有助于突发公共卫生事件的应对,保护公众健康,促进社会的稳定,推动“健康中国”新发展。

    Abstract:

    Science and technology support is an important engine to deal with public health emergencies. How to improve emergency management ability through the construction of science and technology support system is an important issue to be solved urgently. Starting from the framework of "technology-organization-environment", based on the necessary condition analysis and fuzzy set qualitative comparative analysis, the influence mechanism of science and technology support on the handling level of public health emergencies in China was explored. It is found that biomedical innovation, digital technology innovation, monitoring and early warning ability, and industrial environment for the transformation of results are the necessary conditions to affect the handling level of public health emergencies. There are four driving paths in the configuration of high handling level of public health emergencies, namely science-policy-driven, digital innovation-driven, institutional innovation-driven and early-warning driven. These driving paths contribute to the response to public health emergencies, protect public health, promote social stability, and thus promote the new development of "healthy China".
