财政支持视阈下山东省新型研发机构建设问题研究

Research on the construction of new R&D institutions in Shandong Province from the perspective of financial support

当前新型研发机构是区域创新体系和国家战略科技力量的重要组成部分,承担着推动创新型国家建设、实现高水平科技自立自强的历史使命。财政是国家治理的基础和重要支柱,在推动新型研发机构建设中发挥着至关重要的作用。在此背景下,研究新型研发机构建设问题兼具理论意义与现实意义。文章首先从山东省省级层面着手,重点梳理了山东省新型研发机构的数量规模、空间布局、产业配置和人才资源集聚现状,其次以财政支持为研究视角,分析了财政支持新型研发机构建设的必要性和政策工具,指出了财政支持新型研发机构建设存在的问题,最后从注重机构自主发展、着重突出投资效益、重点坚持系统观念、逐步完善配套措施等方面为加快推进新型研发机构高质量发展提出了保障措施。

Abstract:

As an important part of the regional innovation system and the national strategic science and technology force, new research and development institutions bear the historical mission of promoting the construction of an innovative country and realizing the self-reliance of high-level science and technology. Finance is the foundation and an important pillar of national governance and plays a vital role in promoting the construction of new research and development institutions. Under this background, the research on the construction of new R D institutions has both theoretical and practical significance. This paper firstly starts from the provincial level of Shandong Province, and focuses on the number, scale, spatial layout, industrial allocation and the current situation of talent resource concentration of new R D institutions in Shandong Province. Secondly, from the perspective of financial support, it analyzes the necessity and policy tools of financial support for the construction of new R D institutions, and points out the existing problems of financial support for the construction of new R D institutions. Finally, it puts forward safeguard measures for accelerating the high-quality development of new R D institutions from the aspects of focusing on the independent development of institutions, emphasizing the investment efficiency, focusing on adhering to the system concept, and gradually improving the supporting measures.
