    摘要:

    基础研究人才是加强基础研究、促进原始创新的根本,科学合理的基础研究人才评价机制是基础研究人才成长与开展研究工作的关键。近年来,基础研究人才评价机制改革不断深入,并取得一定成效。围绕党中央对深化基础研究体制机制改革的重要指示精神,针对当前对基础研究人才评价机制改革尚存认识不深刻、创新不到位、执行不彻底等问题,本文从进一步引导正确认识基础研究特性、逐步向基于信任的基础研究人才评价机制转变、优化评价指标的科学性与可操作性、更加科学合理确定评价周期等方面为加快我国基础研究人才评价机制改革提供对策建议。

    Abstract:

    Basic research talents are the foundation for strengthening basic research and promoting original innovation. A scientific and reasonable evaluation mechanism for basic research talents is the key to their growth and conducting research work. In recent years, the reform of the talent evaluation mechanism for basic research has been continuously deepened and has achieved certain results. Based on the important instructions of the Central Committee of the Communist Party of China on deepening the reform of the basic research system and mechanism, and in response to the current problems of insufficient understanding, inadequate innovation, and incomplete implementation of the reform of the basic research talent evaluation mechanism, this article aims to further guide a correct understanding of the characteristics of basic research, gradually shift towards a trust based basic research talent evaluation mechanism, and optimize the scientific and operational nature of evaluation indicators To provide policy recommendations for accelerating the reform of the evaluation mechanism for basic research talents in China, such as determining the evaluation cycle more scientifically and reasonably.
