    摘要:

    头部建筑企业承担着关乎产业链安全稳定的关键技术攻关重任,但其现有科技创新体系已无法适应国家科技攻关组织模式变革,无法满足新型举国体制对企业科技创新的要求,“双重驱动”下亟需通过科技体制机制改革进一步释放科技创新活力。本研究首先对上述“双重驱动”予以阐述,进一步明确头部建筑企业科技创新组织优化的必要性,接着基于改进的SPIO模型,即I-SPO模型,对现有组织问题进行剖析,最后从组织体系、主体平台、科研项目管理模式等三方面给出相应优化建议,以期推动头部建筑企业建立与当前科技创新发展阶段相适应的高质量组织管理体系。

    Abstract:

    The leading construction enterprises take on the heavy responsibility of key technology research related to the security and stability of the industrial chain. But relying on their existing innovation system, they can no longer adapt to the reform of organization model of scientific and technological research, and cannot meet the requirements for scientific and technological innovation under the new nationwide system (hereinafter referred to as “dual drive”), for which changes are needed to further promote the scientific and technological innovation. Thus, this study firstly clarifies the necessity of optimizing the scientific and technological innovation organization of leading construction enterprises by elaborating on the dual drive. Then, it systematically analyzes the problems of the existing innovation organization based on the improved SPIO Model (i.e., I-SPO Model). Finally, the corresponding optimization countermeasures are put forward from three aspects of organization system, innovation platform, and research project management mode, in order to help the leading construction enterprises to establish a high-quality organization management system suitable for the current development of scientific and technological innovation.
