Abstract:The leading construction enterprises take on the heavy responsibility of key technology research related to the security and stability of the industrial chain. But relying on their existing innovation system, they can no longer adapt to the reform of organization model of scientific and technological research, and cannot meet the requirements for scientific and technological innovation under the new nationwide system (hereinafter referred to as “dual drive”), for which changes are needed to further promote the scientific and technological innovation. Thus, this study firstly clarifies the necessity of optimizing the scientific and technological innovation organization of leading construction enterprises by elaborating on the dual drive. Then, it systematically analyzes the problems of the existing innovation organization based on the improved SPIO Model (i.e., I-SPO Model). Finally, the corresponding optimization countermeasures are put forward from three aspects of organization system, innovation platform, and research project management mode, in order to help the leading construction enterprises to establish a high-quality organization management system suitable for the current development of scientific and technological innovation.
