广东省海外高层次人才政策变迁及发展趋势研究

摘要:

海外高层次人才是我国参与国际竞争的关键资源。本文以近三十年（1993年至2022年）广东省政策文献为研究对象，采取政策文献量化分析研究方法，探讨广东省海外高层次人才政策不同阶段的政策变迁路径和政策特征，提出广东省海外高层次人才政策发展趋势：更加注重关键领域海外高层次人才的引进，更加注重粤港澳大湾区协同发展，更加注重产业界对海外高层次人才的引进。

Abstract:

Overseas high-level talents are the key resources for our country to participate in international competition. This paper takes the policy texts of Guangdong Province in the past 30 years (from 1993 to 2022) as the research object, adopts the quantitative analysis and research method of policy literature, discusses the policy change path and policy effect of Guangdong Province's overseas high-level talents policy at different stages, and puts forward the development trend of Guangdong Province's overseas high-level talents policy: Pay more attention to the introduction of high-level overseas talents in important areas, pay more attention to the coordinated development of the Guangdong-Hong Kong-Macao Greater Bay Area, and pay more attention to the introduction of high-level overseas talents by the industrial sectors.
