Abstract:The Guangdong-Hong Kong-Macao Greater Bay Area is an important strategic pivot for China’s economic development and opening-up, and also one of the most dynamic and promising economic regions in the world. In the new era, promoting the construction of the Greater Bay Area has become a national strategy, and achieving synergy in the regional innovation environment is the key to improving the overall innovation capacity of the Greater Bay Area and promoting high-quality development of the regional economy. Based on a full understanding of the connotation and mechanism of innovation environment synergy, this study evaluates the synergy level of innovation environment in the Guangdong-Hong Kong-Macao Greater Bay Area from three dimensions: innovation elements synergy, service elements synergy, and policy elements synergy. The results show that: (1) the synergy of innovation elements is mainly concentrated between Guangzhou, Shenzhen, and Hong Kong; the synergy of service elements is mainly concentrated between Guangzhou and Shenzhen, Guangzhou and Foshan, Shenzhen and Dongguan; the synergy of policy elements is mainly concentrated between Hong Kong-Macao, and Guangzhou-Shenzhen-Zhuhai; (2) the overall synergy level in the innovation environment of the Guangdong-Hong Kong-Macao Greater Bay Area is not high, and there is still great room for improvement in the collaborative innovation capabilities of peripheral cities such as Jiangmen, Zhaoqing, and Hong Kong-Macao.
