Abstract:The results of scientific research evaluation can provide decision-making reference for universities and scientific research management departments, and promote the comprehensive and balanced development of scientific research. In order to explore the utilization efficiency of scientific research funding in universities and how the government rationally allocates scientific research funding under the centralized decision-making mode, this paper is based on the multi-period Data Envelopment Approach (DEA), which treats the inputs-outputs of the decision-making unit in a single period as a parallel system, takes into account the fairness of the allocation and the acceptability of universities, and builds a model around the crossover efficiency. Evaluating the research data of 71 universities in Guangdong Province from 2017 to 2022, and redistributing the government-funded resources, the study shows that: the research efficiency of universities is improving during 2017 to 2022; the distribution of research funds among different universities needs to be appropriately increased or decreased.
