Abstract:Education, technology, and talent are interconnected and mutually reinforcing entities, and the integrated development of science and education is a key way to build a strong education, technology, and talent country. In the new era, the integration of science and education attaches more importance to the improvement of the overall efficiency of the innovation system, the overall coordination of macro, meso and micro in structure, and the educational reform and innovation paradigm change for the purpose of meeting the needs of science and technology in terms of content. In order to deeply explore the impact of the integration of science and education on regional scientific and technological innovation, this article establishes an indicator system for science and education, uses a coupling coordination degree model to measure the degree of integrated development of science and education, selects regional scientific and technological innovation related data from 31 provinces and cities in mainland China from 2010 to 2019, and constructs a model between science and education integration and regional scientific and technological innovation capabilities.Research has found that: (1) From 2010 to 2019, the national level of science and education integration development has improved to a certain extent, with the average degree of science and education integration increasing from 0.35 to 0.479. However, the overall level is still at an imbalance level, and regional differences have further widened. (2) The integration of science and education has a significant positive impact on regional scientific and technological innovation capabilities. Introducing the instrumental variable of “local fiscal revenue”, it was found that local fiscal revenue effectively enhances the promoting effect of science and education integration on regional scientific and technological innovation capabilities.
