    摘要:

    自党的十八大以来,创新成为我国重要的发展思路和发展方向。科研院所是原始创新的策源地,而林草科研院所是林草领域科技创新的核心策源地和主战场,承担着实现高水平科技自立自强的使命和责任。本文以林草类科研院所科技创新能力提升影响因素为研究对象,在明确科技创新能力提升基本内涵的基础上,通过文献查阅、现场调研及专家咨询的方式,对林草类科研院所科技创新发展现状、评价目标进行综合考虑。论文从多个层面选择相关指标展开研究,总结了林草类科研院所科技创新能力提升影响因素体系,确定了林草类科研院所科技创新能力的评价模型。最后,运用DEMATEL-AISM 方法对相关影响因素进行定量辨识,明确了影响林草类科研院所科技创新能力提升到各因素间的相互影响和层次关系。在此模型推导结果的基础上,分析了模型评价结果,为切实提高林草类科研院所的科技创新能力提供理论依据和参考。

    Abstract:

    Since the 18th National Congress of the Communist Party of China, innovation has become an important development idea and direction of our country. Scientific research institutes are the source of original innovation, while forest and grass research institutes are the core source and main battlefield of scientific and technological innovation in the field of forest and grass, which undertakes the mission and responsibility of achieving high-level scientific and technological self-reliance. This paper takes the factors affecting the improvement of scientific and technological innovation ability of forest and grass scientific research institutions as the research object, based on clarifying the basic connotation of the improvement of scientific and technological innovation ability, using literature review, on-the-spot investigation and expert consultation, this paper makes a comprehensive consideration on the development status and evaluation objectives of scientific and technological innovation in forest and grass research institutions. This paper selects relevant indicators from many levels to carry out research, summarizes the system of factors affecting the improvement of scientific and technological innovation capability of forest and grass scientific research institutions, and determines the evaluation model of scientific and technological innovation capability of forest and grass scientific research institutions. Finally, the DEMATEL-AISM method is used to quantitatively identify the relevant influencing factors, and make clear the interaction and hierarchical relationship among the factors that affect the scientific and technological innovation capability of forest and grass scientific research institutions. Based on the derivation results of this model, the evaluation results of the model are analyzed, which provides a theoretical basis and reference for improving the scientific and technological innovation ability of forest and grass scientific research institutions.
