“四链”视角下乡村振兴产业融合项目立项评价研究

Evaluation of Rural Revitalization Industry Convergence Project from the Perspective of "Four Chains"

摘要:

将产业融合项目立项评价与乡村振兴相结合，从产业链、价值链、供应链、利益链出发，以产业融合项目延链、强链、补链路径与方式为导向，基于文献研究法构建了以产业链延伸、价值链提升、供应链优化、利益链完善为一级指标的乡村振兴产业融合项目立项评价指标体系。在赋权模型的构建上，利用G1法与CRITIC法组合赋权确定了指标权重，考虑CRITIC法权重计算过程中指标数据的不确定性与随机性，引入云模型理论表征评价信息，以获得相对成熟的指标数据。最后采用TODIM法对陕西省某地产业融合项目进行综合评价，验证了方法的有效性。

Abstract:

The project evaluation of industrial convergence projects is combined with rural revitalization, starting from the industrial chain, value chain, supply chain and interest chain, and guided by the path and method of industrial convergence projects" extended chain, strong chain and complementary link. Based on the literature research method, the evaluation index system of the rural revitalization industry convergence project is established, which takes the extension of the industrial chain, the improvement of the value chain, the optimization of the supply chain and the improvement of the interest chain as the first-level indicators. In terms of the construction of the weighting model, the combination of G1 method and CRITIC method is used to determine the weight of indicators. Considering the uncertainty and randomness of indicator data in the weight calculation process of CRITIC method, cloud model theory is introduced to characterize the evaluation information, so as to obtain relatively mature indicator data. Finally, TODIM method is used to comprehensively evaluate an industry convergence project in Shaanxi Province, and the effectiveness of the method is verified.
